child welfare stuff

Robbie: I don't get it, why is it better to send kids (little people) to an institution when Mom and Dad go to work ? Is that like us going to a kennel ?
Rene: worse. Ya see the Gov'ment here used to think it was OK to send kids to a sort of jail everyday, lots of diseases, abuse and other nasty stuff. But they would have a license !
Robbie: is that like the time we chased those Bambi's for hours and wound up in a "pound".
Rene: except the kids would go to the "pound" every day
